On September 22, 2023, the Internal Market Protection Department of the Eurasian Economic Commission issued a final announcement on the review of the anti-dumping case against tapered roller bearings for railway locomotives made in China (Announcement No.: 2023/376/AD3R2). According to the final ruling, it is expected that the Eurasian Economic Union will be able to independently produce parts and components related to related products in 2023 and 2024. Therefore, it is recommended to continue to maintain the anti-dumping tax rates on Chinese products involved at 31.3% and 41.5% respectively. The Eurasian Economic Union tax number of the products involved is 8482 20 000 9.

Looking back at history, since November 1, 2006, the Ministry of Industry and Trade of the Russian Federation has conducted an anti-dumping investigation into rolling bearings made in China. On December 13, 2007, the Russian government officially implemented anti-dumping measures against Chinese rolling bearings, imposing anti-dumping duties of 31.3% and 41.5%, which are valid for 5 years. Since then, the Eurasian Economic Union has conducted two sunset review investigations and made affirmative final determinations. According to Resolution No. 139 of the Eurasian Economic Commission on August 21, 2018, the Eurasian Economic Union extended the validity period of anti-dumping duties on the products involved in China for 5 years until August 20, 2023. Subsequently, on October 24, 2022, the Eurasian Economic Commission launched a review investigation into the changes in the anti-dumping situation of tapered roller bearings for railway locomotives made in China. On April 21, 2023, the Eurasian Economic Commission once again launched the third anti-dumping sunset review investigation against rolling bearings made in China (excluding needle roller bearings).
